A lifting machine that allows the upper reactor structure to be removed from the reactor in order to access the core and perform the fuel exchange without flooding the refueling canal. The lifting device also provides a means to allow the operator to separate the drive rod from the rod cluster control assembly, thereby blocking the drive rod while shielding maintenance personnel without flooding the upper region of the reactor.
