The present invention relates to an apparatus and method for measuring the neutron fluence at predetermined locations of nuclear power plants. In these devices and methods, neutrons pass through the fiber optic cable. Some of the optical fiber cable, a neutron sensitive material capable of generating a gas by absorbing neutrons is arranged. The pressure in the optical fiber cable by the occurrence of gas rises, optical stress birefringence pattern changes. The change is measured, by using it, obtains the number of neutrons absorbed by the amount and the neutron-sensitive material of the gas of the optical fiber in the cable, further obtains the neutron fluence at the predetermined location. Apparatus and method of the present invention, in particular, to achieve the goal without the use of a radioactive substance.FIELD 1B
