PROBLEM TO BE SOLVED: To provide a facility business state change estimation device in which a user operation history of a terminal is used and a method for the same.;SOLUTION: A facility business state change estimation device including a facility information storage section storing location of a facility and information about business type retrieves the facility information storage section, configures a facility as a destination, determines arrival at the configured destination, and acquires a user operation history within a first time period after arrival at the destination and/or within a first region including the destination.
