PROBLEM TO BE SOLVED: To perform security control of a thin client system in accordance with a situation of a terminal.SOLUTION: A thin client system comprises: a thin client server 300 which includes virtual machines 320-1 to 320-2; a terminal 100 which connects to the virtual machines; and a control server 200 which controls security of the terminal 100 and the virtual machines. The terminal 100 transmits location information of the own terminal acquired by location information acquisition means 170 and state information showing whether or not the own terminal is in a stationary state acquired by state information acquisition means 160 to a control server 200. The control server 200 determines whether or not a situation of the terminal specified based on the location information and the state information is different from the last situation, and transmits a security policy to be applied which is generated by policy processing means 220 to the terminal 100 and the virtual machines to which the terminal 100 connects when it is determined that the situation is different and the security policy should be changed.
