PROBLEM TO BE SOLVED: To provide a technique capable of separating and recovering, from a solvent waste liquid, both of a resin composition contained in the solvent waste liquid and a flocculating and separating agent added thereto to flocculate and separate the resin composition.SOLUTION: The apparatus includes: a separation and recovery device 6 for resin composition for separating and recovering the resin composition by adding the flocculating and separating agent for flocculating the resin composition to the solvent waste; and a recovery device 8 for flocculating and separating agent, which is provided between the separation and recovery device 6 for resin composition and a waste gas treatment device 4 to separate and recover the flocculating and separating agent from the residual solvent waste from which the resin composition is recovered by the separation and recovery device 6. The separation and recovery device 8 has a specific gravity difference separation tank 81 for separating the flocculating and separating agent from the residual solvent waste liquid from which the resin composition is recovered by use of a difference in specific gravity; and a distillation device 82 for purifying the flocculating and separating agent by distilling the flocculating and separating agent separated from the solvent waste liquid by the specific gravity difference separation tank 81.
