PROBLEM TO BE SOLVED: To provide an insulation resistance deterioration detector capable of particularly determining a point where the insulation resistance has degraded in an electrical system in which plural battery packs are arranged in parallel.SOLUTION: ECU 600, which is an insulation resistance deterioration detector detects a decrease of insulation resistance in an electrical system in which plural battery packs 200 are arranged in parallel. The ECU 600 includes: a connection state control section 610 that controls the connection status between each of the battery packs 200 and the other parts in the electrical system; and an insulation resistance deteriorated point detection section 620 that obtains a detection result representing a point where the insulation resistance has dropped below a predetermined value on each of the battery packs 200 to determine a point where the insulation resistance has deteriorated based on the detection result and the control status of the connection state control section 610.
