This procedure is repeated on the whole particles. Then a shielding rate of the toner base particle by an external additive is calculated from an impulse functioning between particles by an electrostatic force calculator 18. A charge amount of the toner base particle is calculated from the shielding rate, and a work function of the toner particle is calculated.
