PROBLEM TO BE SOLVED: To provide a gas activation device capable of activating an ammonia gas with a higher efficiency, and a nitrogen oxide treatment device and a nitrogen oxide treatment method capable of reducing nitrogen oxides efficiently.;SOLUTION: An ultraviolet lamp for radiating an ultraviolet ray is arranged in a reaction chamber, in which an ammonia gas flows. The ultraviolet lamp includes a luminous tube having a discharge space, and one and another electrodes arranged while interposing therebetween the discharge space of the luminous tube and a pipe wall of the luminous tube. The ultraviolet lamp is so arranged on the outer face of the luminous tube that at least the one electrode is exposed to the inside of the reaction chamber.
