PROBLEM TO BE SOLVED: To reduce bands to be utilized in a bottleneck link on the Steiner tree and to reduce routes with a number of hops between edge routers.;SOLUTION: A bypass route which does not utilize a link on the Steiner tree is created between two routers on the Steiner tree, and traffic of partial routes on the Steiner tree is caused to make a detour to the bypass route.
