PROBLEM TO BE SOLVED: To provide an energy-saving advice generation device, energy-saving advice generation method, and energy-saving advice generation program for providing an appropriate advice for energy saving.;SOLUTION: An information collection unit 11 collects consumption information of any one of electric power, gas, and city water for each household. A comparative information generation unit 13 determines, for each household, a monitoring index value indicating the consumption tendency on the basis of the consumption information collected by the information collection unit 11, and generates comparative information between households for each monitoring index on the basis of the monitoring index. A report generation unit 14 generates an advice corresponding to each household on the basis of the comparative information generated by the comparative information generation unit 13.
