PROBLEM TO BE SOLVED: To provide: a non-chromium surface treatment agent for a metal which does not require the addition of a chromium-based compound such as a chromate, exhibits excellent adhesion to a metal, and is excellent in durability, rust-prevention, processability, and the like; and a metal treated with the surface treatment agent.SOLUTION: A 2 pack type surface treatment agent for a metal comprises: a composite resin (A) in which a polysiloxane segment having an epoxy group and a vinyl-based polymer segment are bonded to each other through a specific bond; and a polyisocyanate (B) as a curing agent. In the surface treatment agent for a metal, a mass ratio of the polysiloxane segment in the composite resin (A), an epoxy equivalent of the composite resin (A), an amount of a hydroxy group in the vinyl-based polymer segment, and a mass ratio of the polyisocyanate (B) are individually within a specific range.
