PROBLEM TO BE SOLVED: To rate a position with high accuracy under an environment in which a GPS satellite is invisible.;SOLUTION: A rating device storing part 290 stores measurement route data 291 of a correction object, measurement point group data 292 (object point group data) corresponding to the measurement route data 291, and measurement point group data 292 (reference point group data ) to refer to. The measurement route data 291 is data including coordinate values of a measurement vehicle. The measurement point group data 292 is data including coordinate values of a measurement point within a measurement area measured by using the measurement vehicle. An object area determining part 233 determines a specific area within the measurement area. An area coordinate value calculating part 241 calculates first area coordinate values 293 of the specific area on the basis of object point group data of the specific area, and calculates second area coordinate values 293 of the specific area on the basis of reference point group data of the specific area.
