PROBLEM TO BE SOLVED: To provide: a process for producing a catalyst; and a catalyst having a catalytic metal deposited on a substrate.;SOLUTION: The process for producing a catalyst includes the steps of: (a) combining a dendrimer polymer and a metal salt in a solution forming a metal ion complex; (b) exposing the metal ion complex to a reducing environment forming a dendrimer-metal nano composite; (c) depositing the dendrimer-metal nano composite onto a catalyst support material; (d) removing a solvent from the dendrimer-metal nano composite forming a metal cluster; and (e) removing the dendrimer polymer forming a catalyst. The catalyst has a catalytic metal which is formed in a cluster having a size of 2 to 150 atom. In another aspect, the cluster may have an interval of 2 to 100 nm between neighboring metal clusters. Further in another aspect, the metal cluster containing the catalyst has a size distribution in which 70% of the cluster is in 0.6 mm of the average diameter and 99% of particles is in 1.5 mm of the average diameter.;COPYRIGHT: (C)2015,JPO&INPIT
