PROBLEM TO BE SOLVED: To improve operability and changing efficiency of a user when changing an operation diagram.;SOLUTION: When a line of the operation diagram displayed on a monitor arranged in a terminal PC is clicked, a line information acquiring processing part 5 acquires line information of the clicked line from a train database 8. A range selecting processing part 6 sets a section to be changed, on the basis of the number of clicks and click point.
