PROBLEM TO BE SOLVED: To provide a device, a system, a method and a program for communication relay, easily mitigating a load to process reception data in an information processing device.SOLUTION: A CPU load monitoring unit 11 monitors a load to receive and process data in a server 3. When the load in the server 3 becomes a threshold or higher, an ARP table modification instruction unit 12 instructs a client 2, that transmits data having the IP address of the server 3 designated as a transmission destination to a MAC address associated with the designated IP address, to associate the IP address of the server 3 with the MAC address of a communication relay device 1. A data relay unit 13 receives from the client 2 the data having the IP address of the server 3 designated as the transmission destination. A transmission rate adjustment unit 14 transmits to the server 3 the data received by the data relay unit 13 at a predetermined transmission rate.
