Disclosed are a composite graphite heat insulating material with improved thermal conductivity in the thickness direction and a method for manufacturing the same. The composite graphite heat insulating material according to the present invention comprises: an expanded graphite matrix which is compressed in the thickness direction; and high-density compressed and expanded graphite particles which are filled in the pores within the compressed and expanded graphite matrix and have a density of 0.1 g/cm³ or more.
