A transaction card and carrier system. The system includes a panel assembly and transaction card assembly. The transaction card assembly includes a transaction card and one or more snap-off portions selectively detachable from the transaction card along a line of weakness. The transaction card assembly is anchored between at least two panels of the panel assembly along or within a seam or bind area formed by sealing the at least two panels together around or over the snap-ff portion. At least one of the panels can further include one or more tamper indicating patterns, such as a starburst pattern. The transaction card assembly is adhered to the one or more tamper indicating patterns such that removal of the card ruptures the pattern.
