The present invention addresses the problem of providing a technology capable of automatically preparing a mixed liquid having a fixed ratio. (c) An admixture obtained by mixing the dehydrating agent by the process of (a) and the intermediate agent by the process of (b) is transferred from the treatment tank (11) to an admixture tank (14).
