The present invention relates to a process for development of a chemically treated jute fiber as reinforcing agent to achieve high strength modified cement concrete. The process comprising steps of: chopping raw jute fibers that are treated with alkali solutions; draining out of excess liquor that is not absorbed by jute fibers after completion of specific time and mixing of a water based polymer emulsion and a natural water-reducing admixture with the alkali saturated jute fibers and then stirred to form chemically modified jute.
