A cold island effect device comprises single reflecting device or a plurality of reflecting devices , wherein the reflecting device(s) is(are) arranged above the ground , water surfaces or buildings to form a space with shelter. Said reflecting device includes brackets (4) and reflecting planes thereon. The reflecting planes are parallel to or oblique to a horizontal plane. The total area of the reflecting planes of the single reflecting device or a plurality of reflecting devices is not less than 20 square meters.
