The present invention provides an interface management service entity a functional service entity and a network element management method. Upon receiving a device management service request message sent by a network element an interface management service entity based on cloud computing invokes according to a network mode identifier corresponding to the network element and the type of a requested service that are carried in the device management service request message a service function of a functional service entity in a network element management system based on cloud computing to generate a service request response message; and sends the service request response message to the network element corresponding to the network mode identifier. By means of the technical scheme of the present invention one element management system based on cloud computing manages multiple network elements operating in different modes so as to avoid the problem of resource waste caused by using multiple element management systems to manage network elements operating in different modes thereby effectively improving the hardware utilization rate.
