The present invention relates to a nanofiber composite membrane for generating micro bubbles and an apparatus for generating micro bubbles using the same that can set the average size of pores to a nanoscale in a nanofiber membrane having a 3-D open pore structure and can simultaneously adjust the sizes of the pores, thereby generating micro bubbles in a simple manner. The nanofiber composite membrane of the present invention includes: a nanofiber membrane that is formed of a fiber forming polymer material and integrated by spun nanofiber having a diameter of 3 μm or less to have a 3-D open pore structure having an average pore size of 1 μm or less; and a porous substrate stacked on one side or both sides of the nanofiber membrane to support the nanofiber membrane.
