A building with a fire-fighting and rescuing system, wherein a rope releasing device is arranged at the upper part of the building, the rope releasing device comprises a housing (2), a structural framework (23) and a cantilever member (5), the cantilever member (5) is moveably arranged on the structural framework (23) and is located in the housing (2), a pulley is arranged on the structural framework (23) or the cantilever member (5), a rope (13) is wound on the above-mentioned pulley, the above-mentioned rope (13) is rolled into a coil or folded into a bundle after passing the pulley, and from a lower floor or the outer part of the building, the cantilever member (5) can be controlled to move out of the above-mentioned housing (2) and rest beside the rope releasing device or rest at the outside of the building, and the above-mentioned rope can be controlled to fall and extend to the ground or a location close to the ground or a rooftop of an attached building or a location close to the rooftop of the attached building and to be hung on the above-mentioned pulley.
