The invention relates to turbine technology and offshore power plant for general focusing, increase and conversion of kinetic ocean energy from waves, tides and currents in the common technical solutions. Vertically oriented power modules (17) and associated module bone (18), together with intermediate flap turbines (1, 2) and turbine cores or connecting means (6) power plant unit (32) with power conversion channel (21) for ocean energy. The power plant's primary energy conversion takes place by means of the horizontal lines flap turbines (1) and concentric flap turbines (2) having movable and elastic axially riser or radial lines flaps (3, 4, 5) attached to the turbine sleeve (7), turbine surfaces (8, 9) or pendulum arms (10). Flap turbines (1, 2) maintains the direction of rotation undependent of alternating ocean motions... Further transformation of energy takes place inside the power plant modules or flap turbines (1, 2) have direct induction. The elastic flaps (3, 4, 5) can alternately be included in the storage of kinetic ocean energy as potential energy for later release performance of further rotation by extension of the working phase. The power plant utilize the kinetic ocean energy of its surroundings for acceleration and structuring the complexity of water mass motion, and increase level of energy to second power of new velocity of waters between power modules. The power plant further comprises an articulated and flexible tide and storm surge tether (26, 27, 27a, 27b, 28), means for controllable energy compression (22) and wave reflective flow wall (23). The power plant can also be combined with energy storage, wind turbines, solar energy, OTEC and integrate aquaculture and port facilities in energy islands, undersea and overseas gangway connections.
