An infrared ray low warming pigment composition comprises at least two pigment components selected from the group consisting of a red pigment component, a yellow pigment component, a blue pigment component, an orange pigment component, a purple pigment component, a brown pigment component and a white pigment component. The infrared ray low warming pigment composition can effectively reduce the warming effect resulting from infrared ray absorption. Also provided is an infrared ray low warming material, comprising the infrared ray low warming pigment composition and a substrate material. The infrared ray low warming material is low in warming effect subsequent to infrared ray absorption, which can effectively reduce the degree of heat absorption of the infrared ray low warming material.
