A tube-making device (1) that is provided with at least a plurality of circulating members (20), a spring mechanism (8) that connects the circulating members (20), and a belt-shaped member (100) joining mechanism (5). The tube-making device (1) is arranged inside an existing tube (90), and the belt-shaped member (100) is fed from the inner peripheral side of the tube-making device (1) to the joining mechanism (5). The fed belt-like member (100) is fed to the outer periphery of the tube-making device (1) and, while being pushed toward the outside in the radial direction, is circulated spirally and formed into a tubular shape. The outer diameter of the tube-making device (1) expands or contracts in accordance with the inner shape of the existing tube (90) by means of the spring mechanism (8), and a tube (10) is formed while the diameter thereof is expanded or reduced.
