Disclosed are a human eye locating method and device and a storage medium. The method comprises: pre-processing an original face image to obtain a to-be-processed image; filtering each pixel point of the to-be-processed image according to a pre-trained average synthetic exact filter (ASEF) template to obtain a filter response value corresponding to each pixel point of the to-be-processed image; sequentially selecting from all the pixel points of the to-be-processed image a preset number of human eye candidate points according to a descending order of the filter response values corresponding to all the pixel points of the to-be-processed image; and determining human eye location points from the preset number of human eye candidate points through parameters of a pre-trained rapid local linear support vector machine (SVM).
