An air quality monitoring device (10) is provided with: a window information collection unit (11) for collecting window information from window sensors (30) installed so as to correspond to windows (20) of a plurality of spaces (residential units) in a predetermined range; an open window state determining unit (12) for determining, on the basis of the window information collected by the window information collection unit (11), whether or not the windows (20) of the spaces are in an open window state; and a communication unit (13) for communicating predetermined information to user terminals (50) of the spaces if the open window state determining unit (12) determines that at least one of the windows (20) is in an open window state. The open window state is an open state in which the window is open, or an open-close transition state corresponding to a change from a closed state, in which the window is closed, to the open state.
