The present invention provides a pan/tilt operation device, a camera system, a program for pan/tilt operation, and a pan/tilt operation method, with which a camera can be operated remotely with no feeling of discomfort, regardless of the installation orientation of the camera. In one embodiment of the present invention, the assignment of a pan motor and a tilt motor for each arrow key and the rotational directions thereof are set on the basis of the installation orientation of the camera. Thus, the arrow keys can be operated with no feeling of discomfort when the arrow keys are used to pan or tilt the camera. Furthermore, when the arrow keys are used to pan the camera and a specific condition wherein the image rotates is determined from the tilt angle, the display of icons corresponding to the arrow keys is switched from a first icon indicating the up/down direction or the left/right direction to a second icon indicating the rotation direction. Thus, no feeling of discomfort occurs even if the image rotates.
