The short-term planning unit (124) determines a short-term plan for controlling the electrical equipment during a short-term planning period shorter than the long-term planning period on the basis of the long-term plan determined by the long-term planning unit (122). The electrical equipment control unit (125) controls the electrical equipment including a storage battery on the basis of the short-term plan determined by the short-term planning unit (124) and a result value indicating an actual remaining capacity of the storage battery.
