In order to provide an art for reducing heater resistance without increasing the thickness and width of a heater, this heater for an optical waveguide is provided with: a heater formed close to an optical waveguide; first electrodes, which are formed to be electrically connected to the heater, and to which a first potential is applied; and a second electrode, which is formed to be electrically connected to the heater, and to which a second potential is applied, said second potential being different from the first potential. The first electrodes and the second electrode are alternately disposed such that the heater is partitioned into two or more regions.
