The present invention provides a method and system for time-domain interference coordination in a heterogeneous network on the basis of user fairness. The heterogeneous network comprises a macro base station and at least one pico base station that is within coverage of the macro base station. The method comprises: modeling a network deployment of the heterogeneous network by using a Poisson distribution model, to obtain a heterogeneous network model; separately calculating a network fairness indicator of the heterogeneous network and a system capacity per unit geographic area by using the heterogeneous network model; building a multi-target planning model that uses a received reference signal measurement offset and a time-domain almost blank subframe density of the heterogeneous network model as variables and uses the network fairness indicator and the system capacity per unit geographic area as an objective function; and calculating an optimal solution of the multi-target planning model, and setting the received reference signal measurement offset and the time-domain almost blank subframe density according to the optimal solution. The present invention not only can ensure fairness of wireless network resources for all users, but also can improve the total system capacity of an overlay heterogeneous network.
