[Problem] To enhance the success rate of the linking of three-dimensional data. [Solution] A three-dimensional shape measurement device for measuring the three-dimensional shape of an object to be measured is provided with: a photography unit for photographing the object; a tracking unit for tracking a characteristic area of the object on the basis of an image of the object photographed by the photography unit in response to the relative displacement of the object and photography unit; a communication unit for communicating, to a user and on the basis of the characteristic area tracked by the tracking unit, guidance information for guiding the timing of the photography of the object; and a measurement unit for calculating the three-dimensional shape of the object on the basis of a plurality of images of the object photographed by the photography unit.
