Disclosed are a composite material railway sleeper and a manufacturing method therefor. The railway sleeper comprises a basic section bar extending in the longitudinal direction. A cavity runs through the basic section bar in the longitudinal direction. The basic section bar is made of a fiber-reinforced resin matrix composite material. The fiber-reinforced resin matrix composite material comprises resin and a fiber-reinforced material. The fiber-reinforced material comprises fiber mats and fiber yarns. The fiber mats are laid around the cavity in the basic section bar as layers. A plurality of strands of fiber yarn are arranged close to the fiber mats in the longitudinal direction. The fiber mats are laid in the basic section bar as one fiber mat unit or multiple fiber mat units arranged sequentially from the inner layer to the outer layer. Each fiber mat unit comprises multiple fiber mats and the multiple fiber mats are laid around the cavity.
