Disclosed is a voice call anti-harassment method, comprising the following steps: receiving an incoming voice call (S101); determining whether the incoming voice call is an unfamiliar incoming call according to an address book associated with incoming voice calls (S102); when the incoming voice call is determined as an unfamiliar incoming call, connecting the incoming voice call via a background, and identifying voice content of the incoming voice call (S103); and hanging up the incoming voice call or reminding a user to answer the incoming voice call according to the voice content (S104). Also disclosed are a voice call anti-harassment device and terminal, thus effectively blocking a large number of unfamiliar harassing voice calls, and having no effect on accessing a normal and non-harassing unfamiliar voice call.
