The purpose of the present invention is to provide a cubic boron nitride polycrystalline body which has excellent toughness. A cubic boron nitride polycrystalline body which contains: a cubic boron nitride that is in the form of fine particles having a maximum particle diameter of 100 nm or less and an average particle diameter of 70 nm or less; and a cubic boron nitride that is in the form of plates having an average length of from 50 nm to 10,000 nm (inclusive) and/or a cubic boron nitride that is in the form of coarse particles having a minimum particle diameter more than 100 nm and an average particle diameter of 1,000 nm or less.
