Disclosed are a user end device changing method, a network element management system, and an optical network system. When a user end device is changed, a network element management system acquires authentication information of a new user end device to be changed to, and sends the authentication information to an optical line terminal and a resource management system for update; and after receiving a power-on notification of the new user end device, the network element management system delivers configuration data to the new user end device to complete configuration of the new user end device.
