Provided are a simple fish identification device, a fish counting device, a portable terminal for counting fish, a same-fish identification method, a fish counting method, a fish count prediction device, a fish count prediction method, a same-fish identification system, a fish counting system, and a fish count prediction system. The same-fish identification device according to the present invention comprises: a measurement image acquisition means 11; a fish location information acquisition means 131; a predicted fish location information acquisition means 132; and a same-fish identification means 133. The measurement image acquisition means 11 acquires over time n number of measurement images of a region to be measured in a passage region through where a fluid including fishes passes. The fish location information acquisition means 131 acquires fish location information from the n number of the measurement images. The predicted fish location information acquisition means 132 selects at least one image from the m-1th measurement images acquired prior from among the n number of measurement images, and acquires predicted fish location information (PIm) in the mth measurement image which is a presumed location of the fish in the mth measurement image on the basis of the fish location information in the selected image. On the basis of the fish location information (Im) in the mth measurement image and the corresponding predicted fish location information (PIm), the same-fish identification means 133 identifies that the fish in the mth measurement image is identical to the fish in the selected image when the fish location information (Im) matches with the predicted fish location information (PIm), and identifies that the fish in the mth measurement image is different from the fish in the selected image when the fish location information (Im) does not match with the predicted fish location information (PIm).
