The present invention provides a tracking control device, a tracking control method, a tracking control program and an automatic tracking/image-capturing system, wherein the trackability is high and moving images can be captured with high quality. According to an aspect of the present invention, in an automatic tracking/image-capturing system (1) wherein a control terminal (100) is used to remotely control a camera (10), thereby automatically tracking and further image-capturing a target, the control terminal (100) comprises: a target position detection unit that detects the position of the target; a control delay time estimation unit that estimates a time period T for which a control delay will have occurred; a target position prediction unit that predicts the position of the target after the time period T; a control amount calculation unit that calculates those control amounts of panning and tilting of the camera (10) which are necessary for shifting the center of the image-capture screen to the predicted position of the target; a determination unit that determines whether the predicted position of the target belongs to a blind area; and an instruction unit that instructs the camera (10) to execute panning and tilting. Only if the predicted position of the target does not belong to the blind area, the instruction unit instructs the camera (10) to execute panning and tilting.
