The invention relates to a technical field of image processing and discloses a method of denoising and enhancing a video image based on random spray retinex. The method comprises: constructing a spray pixel point set, and adjusting and optimizing parameters related to random spray retinex processing, wherein the parameters comprise a count of spray sets and a count of pixel points; performing a random spray retinex processing on a video image on a basis of the adjusted and optimized parameters; performing a low-pass filter denoising processing and a fuzzy channel denoising processing on the video image that has been processed by the random spray retinex to acquire a brightness change calculation function; acquire according to the brightness change calculation function a brightness calculation function of an output image, and adopting the brightness calculation function to calculate brightness change values of three channels and to generate a local brightness estimation vector; combining three channels on a basis of the acquired local brightness estimation vector to acquire a denoised and enhanced video image. The present invention provides a brightness change calculation function capable of realizing effective denoising, greatly improving image resolution.
