The present invention relates to an electric leakage real-time warning system and method which monitor low-voltage underground lines in real time during a service interruption. The electrical leakage real-time warning system according to the present invention includes: a line monitoring unit which measures insulation resistance; a leakage detecting unit which compares a result value of the measurement with a preset value; a warning notifying unit which transmits the result value together with time information on the measurement to a preset manager terminal if an electrical leakage is detected; and a control unit. According to the present invention, it is possible to identify and repair an electric leakage point by monitoring lines and notifying an occurrence of an electric leakage caused by a breakdown of the lines in real time. Thus, the safety status of the underground lines can be maintained.
