The present invention relates to a system for monitoring and controlling a manhole pumping station using a mobile phone, and more specifically, to a system for monitoring and controlling a manhole pumping station which uses a mobile phone to remotely monitor and control a water level of a manhole pumping station, an on-site control board, and a motor. The system for monitoring and controlling a manhole pumping station using a mobile phone according to the present invention comprises: an on-site control board to detect state information (forward rotation, reverse rotation, stop) of a motor, breaking (tripping) information of a circuit breaker or a relay, and water level information of a manhole pumping station (hereafter monitoring information) to output the monitoring information to a monitoring controller, and protect the motor from an over-current, a negative phase, and a current imbalance while controlling the motor; the monitoring controller to receive the monitoring information from the on-site control board to display the monitoring information, convert the monitoring information into a text message format to wirelessly transmit the monitoring information to a phone number of a mobile phone stored therein, and receive a control text message from the mobile phone to convert the control text message into a control signal to output the control signal to the on-site control board; and the mobile phone which has a control application installed therein to remotely monitor and control the manhole pumping station, and generates the control text message based on the monitoring information transmitted by the monitoring controller to wirelessly transmit the control text message to the monitoring controller.
