Disclosed is a power-monitoring system. More specifically, the present invention relates to a digital measuring instrument having enhanced efficiency and stability by dualizing the transmission of measured information between a power-monitoring system and a subordinate digital measuring instrument terminal, and to a power-monitoring system including the same. According to an embodiment of the present invention, additional storage and communication instruments are prepared inside a DI/DO unit of a digital measuring instrument of each facility to expand storage and communication functions. Additional communication networks are used to connect the digital instrument with superior monitoring structures in order to change the communication network in case of emergency, thereby enhancing the efficiency and stability of the entire system.
