The present invention relates to a partial melted pulverized coal gasification apparatus and a pulverized coal gasification method, which prevent fouling by restraining the adhesion of particles and the recirculation flow generation of synthetic gas in the gasification apparatus to prevent a lower end of the gasification apparatus from clogging, to improve the driving efficiency of the apparatus, to increase gasification conversion efficiency simultaneously with obtaining high quality synthetic gas, and to increase the life cycle of a fireproof material. According to the present invention, provided is the pulverized coal gasification apparatus comprising a gasification body; a pulverized coal supply burner installed on an upper part of the gasification body; and an ash melted material solidifying prevention means configured to prevent the ash melted material generated in the gasification body from being solidified. Also, provided is the pulverized coal gasification method comprising: a pulverized coal/oxidizing agent inputting step of inputting the pulverized coal and the oxidizing agent in the gasification apparatus; an oxidizing step of oxidizing the inputted pulverized coal and oxidizing agent; a melted material inducing step of inducing a melted ash element to the bottom to prevent the melted ash element generated in the oxidizing step from being stuck and solidified onto the inner wall surface of the gasification apparatus; and a synthetic gas discharge step of discharging the synthetic gas generated in the gasification apparatus.
