An organic solar battery including a buffer layer in which gold nanoparticles are dispersed, and a method of manufacturing the same are disclosed. An organic solar cell according to an embodiment of the present invention includes a first electrode, a buffer layer, a photoelectric conversion layer, and a second electrode sequentially stacked, wherein the buffer layer is formed of PEDOT: PSS (poly (3,4 -ethylenedioxythiophene (polystyrene sulfonate), and a gold nanoparticle layer formed by dispersing gold nanoparticles on one surface or both surfaces of the buffer layer.
