The present invention relates to an apparatus and method for removing block jigging defects using a hidden Markov model and principal component analysis. The apparatus according to the present invention includes a block type jigging defect detecting unit for detecting a block type jagged-blocking artifact by applying a hidden marking model to an input image, and a block type jigging defect detecting unit for applying a principal component analysis to the detected block type jigging defect, And an adaptive filtering unit for applying adaptive filtering to the detected block type jagging defect according to the calculated directionality and size. According to the present invention, it is possible to effectively remove block-type defects that occur upon compression and resolution change for both codecs.
