According to the present invention, in order to measure the crown settlement and convergence of a tunnel after a drilling construction of the tunnel, a protection housing coupled to an anchor core embedded in a position of the tunnel where crown settlement and convergence are measured to protect a target for crown settlement and convergence measurements comprises: a body part communicated with a tunnel having one end coupled to the anchor core; and a target part inserted inside the body part to be inserted in or to protrude from the body part. Thus, the target part protrudes to the outside of the body part in the crown settlement and convergence measurement. The present invention protects the target from fragments of rocks in the blasting and excavation works of the tunnel by inserting the target part inside the body part and precisely and easily measures the convergence by making the target part protrude from the body part using an elastic member to expose the target to the outside when a cover is removed.
