The present invention relates to a transparent substrate having a multi-layer thin film coating layer having a photocatalytic function and a low emissivity function which reduces an indoor temperature change during the summer and winter to reduce cooling or heating expenses when used as a window for a vehicle or a building. The substrate having the multi-layer thin film is made of an energy reducing thin film material having a structure consisting of a photocatalytic TiO_2 thin film layer/a thin film layer with a low band gap/a low emissivity thin film layer/a dispersion prevention thin film layer/a transparent substrate; and having low emissivity and hydrophilicity at the same time. A basic structure of the substrate consists of TiO_2(A)/Si(B)/Ag-Cr(C)/TiN(D)/glass, where A, B, C, and D are the thicknesses of the thin films; and preferably, A is 10-50 nm, B is 1-5 nm, C is 5-30 nm, and D is 5-15 nm.
