The present invention relates to a method for preparing a hydrophilic positive charge polymer complex in which a hydrophobic photodynamic drug is encapsulated and a drug delivery system using the polymer complex. More particularly, the present invention relates to a branched polyethyleneimine (bPEI) or a reducible bPEI To a polymer complex in which a hydrophobic photodynamic drug pheophorbide (PheoA) is encapsulated in a hydrophilic positively charged polymer, and a method for producing the same.
