The present invention relates to a method for preparing a hydrophilic positive charge polymer complex in which a hydrophobic photodynamic drug is encapsulated and a drug delivery system using the polymer complex. More particularly, the present invention relates to a branched polyethyleneimine (bPEI) or a reducible bPEI To a polymer complex in which a hydrophobic photodynamic drug pheophorbide (PheoA) is encapsulated in a hydrophilic positively charged polymer, and a method for producing the same. The present invention also provides a composition for a photoreactive anticancer comprising a polymer complex in which a hydrophobic branching type positively charged polymer is encapsulated with a pheophorbide (PheoA). The present invention also provides a drug delivery composition comprising a polymer complex in which a hydrophobic photodynamic drug is encapsulated in a hydrophilic branching type positive charge polymer.
