The present invention relates to a joint filler with double coupling parts and roadway pavement method using the same in a roadway pavement construction in a field of civil engineering and, more specifically, relates to the joint filler with double coupling parts and roadway pavement method using the same. The joint filler with double coupling parts has double coupling parts with an inner wall of a joint in a double coupling structure with first and second main chain parts and has a stable structure without being separated from the inner wall of a joint. The joint filler comprises a first main chain part which includes a first coupling part being in contact with the inner wall of a joint and a first hollow part formed in the inner side; and a second main chain part arranged in the lower part of the first main chain part and including a second coupling part and a second hollow part.
